“十三五時期是全面建成小康社會、實現我們黨確定的“兩個一百年奮斗目標的第一個百年奮斗目標的決勝階段。黨的十八屆五中全會審議通過的《中共中央關于制定國民經濟和社會發展第十三個五年規劃的建議》（簡稱《建議》），明確提出了“十三五時期我國經濟社會發展的基本思路、主要目標和新的發展理念，對各重點領域的重大戰略、重大工程、重大舉措作出部署，具有重要的理論意義和實踐價值。本期術語發布圍繞《建議》中提出的發展階段定位、發展目的、發展理念等，選取了15條重要術語和表述，力求反映《建議》的思想性、戰略性、前瞻性和指導性。
